its in the name web design is designing websites ui design id designing user interfaces. so one is web specifically, and one is other things like programs or apps, or some times even web sites. if you are looking to get into them as a job, go get a cs degree at the local college, you will be able to take classes in both and figure out which (if either) you prefer. but I warn you, these are the arts of cs, one of its few disciplines where you need a good aesthetic sense and not just training.
